​Federal Transformation through Project 2025: What Proposed Legislation Means for U.S. Policy


Overview

Legislative framework aimed at reshaping various aspects of U.S. governance. Key areas addressed include restructuring federal agency oversight, influencing social policies, and reshaping regulatory standards across sectors.

"Schedule F" Classification System

Amending the "Schedule F" classification system, thus, enabling more direct firings of civil servants based on alignment with presidential policies. This change would reduce the influence of career employees and promote loyalist staffing, aiming to streamline policy execution but potentially impacting nonpartisan operations and expertise within agencies.

Dodd- Frank Act

The dismantlement of key sections of the Dodd- Frank Act, including repealing the Financial Stability Oversight Council (FSOC) and Orderly Liquidation Authority (OLA), both of which aim to prevent large- scale financial failures and "too- big- to- fail" bailouts. This reduction in government intervention in the banking sector leads to an increase systematic risk similar to the pre- 2008 financial crises environment.

Free Banking

Under free banking, individual banks can issue currency backed by a mix of assets, such as gold or real estate instead of relying on centralized government control of currency supply and interest rates- this increases risk and reduces government protection during economic crises.

Merger of the Office of the Comptroller of the Currency, Federal Deposit Insurance Corporation, and the Federal Reserve's Supervisory Functions

Merging multiple financial regulatory bodies, such as the Office of the Comptroller of the Currency, Federal Deposit Insurance Corporation, and the Federal Reserve's Supervisory Functions, into one streamlined entity. This reduces oversight capabilities.

CBDC

A move away from centralized digital currencies, like a potential U.S. Central Bank Digital Currency. Introduces regulatory gaps if these agencies reduce oversight of private digital currencies.

National Oceanic and Atmospheric Administration (NOAA) Weather Forecasting

The transferring of the National Oceanic and Atmospheric Administration's weather forecasting capabilities to private companies, which may lead to paywalled data. Critics argue this could create disparities in access to essential weather information, especially in economically disadvantaged areas.

The Department of Energy's Statistical Dataware

Similarly to the National Oceanic and Atmospheric Administration's Weather Forecasting, the Department of Energy's statistical functions may also be outsourced, which could impact the impartiality of critical data used in policymaking.

DOJ Consent Decrees

Currently, consent decrees are legal agreements used to reform law enforcement agencies found to have engaged in unconstitutional practices, particularly around civil rights violations. Ending these decrees would reduce external oversight on police departments, including those involved in racially discriminatory practices, potentially limiting accountability and affecting communities of color that face higher policing and incarceration rates. 

Health Care Services

Policies targeting access to reproductive and health care services. These include limiting medication abortion access and restricting affordable health care options, which could reduce medical autonomy and affect, at a higher rate, low- income groups reliant on public health resources. Furthermore, it seeks to reverse recent progress in Medicare drug price negotiations, likely increasing health care cost for seniors by preventing the government from bargaining for lower drug prices.

Student Loan Repayment Programs

End student debt repayment programs for borrowers seeking income- based relief. This proposal would increase financial pressures on young professionals, affecting those with lower earnings, particularly first- generation college graduates and minority students.

Oxfam

A replacement of governmental partners like Oxfam with faith- based organizations. This could influence how aid is delivered globally, emphasizing conservative values in international aid.

Mandatory Minimum Sentences

A change in the criminal justice system expanding mandatory sentences for repeat offender under specific statutes. This approach has historically contributed to mass incarceration and racial disparities in sentencing outcomes. 

Diversity, Equity, Inclusion, and Justice (DEIJ) Programs

Restrictions on federal contracts with organizations implementing Diversity, Equity, Inclusion and Justice (DEIJ) programs, which may impact funding for institutions that support DEIJ policies. These policies align with recent legislative actions in some states that limit DEIJ initiative in public institutions.
